Malta's Foundation for Social Welfare Services was established in 1998. Its aims to provide social welfare services, to develop and promote social and other related studies and scholarships, and to collaborate with similar entities, at regional and international levels. The Foundation is governed by a board of members who contribute through their experience in the field of social welfare practice and research.


Active Ageing and Community Care (AACC) aims to be partners with older people and society through holistic client oriented policies and support, so that elderly people continue to enjoy life to their maximal potential in their individual settings. AACC provides over twenty different community services to senior citizens in Malta in order to support them to continue living in the community.


Agenzija Sapport (Support Agency) is Malta’s National Agency that offers and provides services, support and guidance to persons with disabilities, their support networks, and their communities.


The Social Care Standards Authority (SCSA) of Malta is the public authority responsible for the regulation and licensing of all social welfare service providers in Malta. SCSA is also the designate Central Authority under the Adoption Administration Act and Foster Care Act.


Positive Parenting focuses on building a connection and a healthy relationship with children while also providing children with boundaries, structure and natural consequences when needed. The aim of Positive Parenting Malta is to promote psycho-educational material and support for parents to enable them to provide a healthy environment and foster the development of a secure attachment with their children.


The Commission for the Rights of Persons with Disability (CRPD) is committed to rendering Maltese society an inclusive one, in a way that persons with disability reach their full potential in all aspects of life, enjoying a high quality of life thanks to equal opportunities.
In fulfilling this mission, CRPD works to eliminate any form of direct or indirect social discrimination against persons with disability and their families, while providing them with the necessary assistance and support. CRPD is also the independent monitoring mechanism as defined under UNCRPD Article 33 (b) and the market surveillance authority for the European Accessibility Act.

MARAM stands for Multi-Agency Risk Assessment Meeting. As part of the Gender-Based Violence and Domestic Violence Strategy and Action Plan, MARAM coordinates the intelligence and operations of different entities who work directly with victims of domestic violence and gender-based violence and their children.
MARAM was established in February 2023, following a recommendation made in the inquiry led by Judge Geoffrey Valencia. In the conclusions of the inquiry, it was recommended that through MARAM, the system should provide a “set-up for sharing expertise and experience in handling high-risk cases.” MARAM is based on collaboration between various entities, represented by professionals who are specifically trained for this purpose. MARAM falls under the responsibility of the Ministry for Social Policy and Children’s Rights.
The role of MARAM is to facilitate, monitor, and evaluate effective information sharing between entities, and to enable appropriate actions to be taken towards the reduction of harm risk to victims of domestic violence and to increase public safety.
